DepEd to pilot online IPCRF Data Collection  and Consolidation System

The Department of Education (DepEd) is set to conduct a pilot testing of the IPCRF Data Collection (e-IPCRF) and Consolidation System for Multi-Year Results-Based Performance Management System-Philippine Professional Standards for Teachers (RPMS-PPST). The pilot testing, as mandated by DepEd Order No. 42, s. 2017 aims to ensure the systematic and objective evaluation of teacher performance across multiple school years.

Following the release of DepEd Memorandum (DM) No. 008, s. 2023, which introduced the Multi-Year Guidelines on RPMS-PPST, all 37 indicators of the Philippine Professional Standards for Teachers (PPST) will be utilized as the basis for teacher performance management across three school years (SY 2022-2023; SY 2023-2024; and SY 2024-2025). To efficiently capture teacher performance data throughout these years, the Bureau of Human Resource and Organizational Development (BHROD) has developed an online IPCRF Data Collection (e-IPCRF) and Consolidation System.

The e-IPCRF and Consolidation System will serve as an effective mechanism for collecting, consolidating, and analyzing RPMS-PPST data. This will aid in identifying standards-based, needs-based, and targeted interventions for teachers, determining eligibility for rewards and incentives, and providing a basis for career progression opportunities.

The large-scale pilot testing of the system is scheduled for selected schools across all regions.

The objectives of the pilot testing include:
• conduct a functionality and stress test of the electronic data collection (e- IPCRF) and consolidation system;
• identify usability issues and concerns of the electronic tools, and
• determine the feasibility of the IPCRF data collection (e-IPCRF) and consolidation system.

Schools Division Offices (SDOs) have been directed to select ten schools (5 elementary and five secondary schools) to participate in the pilot testing. The selection process will consider criteria such as the school size (with the most teachers), a combination of different types of schools (elementary, junior high, senior high, and integrated), and a mix of urban and rural schools.

The pilot testing of the System will involve the active participation of various officials and personnel from selected Schools Division Offices (SDOs) and schools across all regions, each assigned specific tasks to evaluate its effectiveness.

At the governance level, schools will have teachers responsible for encoding teachers' Individual Performance Commitment and Review Form (IPCRP) ratings using the e-IPCRF. The Department Head or School Head will be in charge of uploading the individual e-IPCRF of teachers to the consolidation system.

At the Schools Division Office level, the Human Resource Development Section (SDO-HRDS) will closely monitor and oversee the progress of uploading the teacher's e-IPCRFs from different schools. This comprehensive pilot testing approach ensures the System is thoroughly evaluated and refined before its full-scale implementation across educational institutions.

The successful pilot testing of the e-IPCRF and Consolidation System is expected to pave the way for a more streamlined and data-driven approach to teacher performance management and development in the Philippine education system.
