The wait is finally over for government employees! After the temporary suspension mandated by Executive Order (EO) No. 61 s. 2024 to review government performance management systems, the Office of the President (OP) has officially authorized the grant of the Fiscal Year (FY) 2024 Performance-Based Bonus (PBB).

To facilitate this, the Technical Working Group (TWG) and the Department of Budget and Management (DBM) have jointly issued Resolution No. 2026-1 and Memorandum Circular No. 2026-1. This highly anticipated circular lays down the comprehensive, streamlined, and simplified rules to reward civil servants who have greatly contributed to achieving the Philippine Development Plan 2023-2028 targets.

Who is Covered?

The FY 2024 PBB guidelines encompass a wide range of government institutions. Eligible to participate are:

  • All departments, bureaus, offices, and agencies of the National Government
  • Other Executive Offices (OEOs)
  • State Universities and Colleges (SUCs)
  • Government-Owned or -Controlled Corporations (GOCCs)
  • Local Water Districts (LWDs)
  • Local Government Units (LGUs)

The 4 Dimensions of Accountability: The Basis for Evaluation

Consistent with the findings of the EO 61 TWG study, the government will evaluate agency performance based on an overall scoring system with a maximum of 100 points. To be eligible for the PBB payout, an agency must meet strict criteria categorized into four main dimensions:

1. Performance Results (Maximum of 25 Points)

This evaluates the actual accomplishment of Congress-approved performance targets under the Program Expenditure Classification (PREXC) of the FY 2024 General Appropriations Act (GAA). Agencies are scored based on the percentage of targets they successfully hit (from below 50% to 100%).

2. Process Results (Maximum of 25 Points)

This dimension focuses on the "Ease of Doing Business." It measures the improvements in agency transactions resulting from streamlining, digitization, standardization, and systems re-engineering to make frontline services faster and more efficient for the public.

3. Financial Results (Maximum of 25 Points)

Sustained good financial stewardship is key. This dimension looks at the actual spending of the agency's budget allotment versus the realization of its committed programs and projects. High budget utilization reflects efficient service delivery.

4. Citizen/Client Satisfaction Results (Maximum of 25 Points)

Agencies must prove they are resolving public concerns effectively. This covers the resolution rates of complaints coursed through the Hotline #8888 and the Contact Center ng Bayan (CCB).

Eligibility Rules: The "70-Point" Threshold and Exclusions

⚠️ Crucial Rule on Eligibility:

To become eligible for the FY 2024 PBB, an agency must attain an overall score of at least 70 points across the four dimensions.

However, achieving 70 points as a whole agency does not mean every unit automatically gets the bonus. The DBM has placed strict accountability measures on poor-performing units:

  • Isolation of Non-Performers: If an agency receives a rating lower than 4 points in any specific Eligibility Criterion, the specific delivery unit(s) and individual(s)—including the head of that unit—who are most responsible for that failure shall be isolated and excluded from receiving the FY 2024 PBB.
  • This ensures that only those who genuinely contributed to the agency's success are rewarded, pushing for better accountability.

Next Steps for Government Employees

Agencies are now required to submit their evidence of accomplishments, ranking reports, and final evaluations based on the timelines set in MC 2026-1. Employees are advised to ensure that their Individual Performance Commitment and Review (IPCR) or equivalent appraisal forms are updated, accurately rated, and properly submitted to their respective Human Resource Management Offices (HRMOs).
