PBB 2023 Update: DepEd Personnel Performance-Based Bonus Review Status
The Teachers' Dignity Coalition (TDC) has shared an update regarding the status of the Fiscal Year (FY) 2023 Performance-Based Bonus (PBB) for Department of Education (DepEd) personnel, citing a Viber message from an official of the Department of Budget and Management (DBM).
Benjo Basas, National TDC Chairman, shared the screenshot, dated November 7, 2025, which details the latest developments in the review and evaluation process for the PBB grant.
Initial Submission and Revisions
As of November 5, 2025, the DBM had received Form 1.0s from eight (8) out of 16 regions for the PBB grant. The initially submitted regions were Regions I, III, V, VI, IX, X, XII, and CAR.
The PBB is intended for qualified school-based DepEd personnel in the Elementary and Secondary levels, as well as non-school-based personnel in the Central Office (CO), Regional Offices (ROs), and Schools Division Offices (SDOs).
However, due to " various observations and discrepancies, " the DBM returned the Form 1.0s for Regions I, III, IX, V, and CAR."
Resubmission and Compliance
The update further states that as of November 7, 2025, the DepEd Central Office (CO) has resubmitted the revised documents to the DBM for reevaluation and review.
The entire process is being conducted subject to the guidelines stipulated in Administrative Order (AO) No. 25 Inter-Agency Task Force (IATF) Memorandum Circular (MC) No. 2023-1.
