The House committees have approved a measure to amend the Continuing Professional Development (CPD) Act of 2016 on higher and technical education, civil service, and professional regulation.

The still unnumbered substitute bill added a new section allowing agencies full employee compliance and removed CPD units as a requirement for license renewal.

Along with mandatory paid leave, it also offers free or low-cost seminars provided by public and private sector organizations for everyone to earn CPD units.

Among other things, the bill eliminates fees for renewing identification cards.

The committees will bring the substitute bill before the plenary for discussion and amendments before deciding whether or not to pass it.
