Indefinite suspension of classes, work in all public and private sectors due to earthquake


Vigan City Mayor Jose "Bonito" Singson, Jr. declared an indefinite suspension of classes and work in the public and private sectors due to the impact of the 7.1 earthquake that struck northern Luzon, jolting the City of Vigan to ensure public safety.

Mayor Singson issued Executive Order No. 07 Series of 2022, titled "AN ORDER ENJOINING PRIVATE ESTABLISHMENTS TO ENSURE THE STRUCTURAL INTEGRITY OF THEIR WORKPLACE BEFORE THEY RESUME OPERATION," dated July 27.

In his order, the mayor declared and ordered the suspension of classes in all levels and work in all government and private offices in the City of Vigan beginning July 27 until recommendation from the City Disaster Risk Reduction and Management Council lifts its Red Alert Status.

The City Government and other concerned organizations are currently conducting immediate inspections to determine the severity of the damage in the barangays and the city proper.

Meanwhile, Jorge M. Reinante, Schools Division Superintendent of DepEd Ilocos Sur, in an official announcement, also suspended all face-to-face and on-site enrollment.

"For us to be safe from possible aftershock/s, face-to-face or school on-site enrollment is hereby suspended. Enrollment will still continue via Text/Messenger/FB/Viber or any other Social Media means. On-site/electronic enrollment resumes on Monday, August 1 onwards as scheduled. Thank you, ingat tayong lahat, " said SDS in his announcement.

Editha C. Bagcal, School Principal IV of Ilocos Sur National High School, Vigan City, also advised all teachers under her care to cancel all planned activities immediately for the safety of everybody.

AN ORDER SUSPENDING CLASSES IN ALL LEVELS AND WORK IN ALL PUBLIC AND PRIVATE SCHOOLS AND ESTABLISHMENTS IN THE CITY OF VIGAN DUE TO THE 6.8 EARTHQUAKE HITTING THE CITY


WHEREAS, Section 16 of Republic Act 7160 otherwise known as the Local Government Code of 1991, provides that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective jurisdiction, local government units shall ensure and support among other things, promote health and safety, maintain peace and order, and preserve the comfort and convenience of their inhabitants;

WHEREAS, on Wednesday, July 27, 2022 at 8:43 in the morning, a 7.1 magnitude earthquake struck northern Luzon, jolting the City of Vigan;

WHEREAS, the said earthquake caused serious damages to buildings and infrastructure prompting the city to evacuate some of its residents to a safe place;

WHEREAS, to ensure public safety, there is a need to conduct extensive inspection and evaluation of the structural integrity of all schools and office buildings and structures in the City, and the determination and assessment of any damages that may have been caused on the said buildings and structures by the strong tremors;

NOW THEREFORE, I, JOSE "BONITO" SINGSON, JR., Mayor of the City of Vigan, by virtue of the powers vested in me by law, do hereby declare and order the suspension of classes in all levels and work in all government and private offices in the City of Vigan beginning today until recommendation from the City Disaster Risk Reduction and Management Council lifts its Red Alert Status.
