COMELEC removes expiration on Election Service Credits for teachers and government personnel

The Commission on Elections (COMELEC) has officially removed the expiration period for availing election service credits.

Promulgated on August 11, 2026, COMELEC Resolution No. 11212-A amends the previous guidelines regarding the grant of service credits to individuals who render election-related services.

Key Amendments to Service Credit Guidelines

Previously, under Section 5 of COMELEC Resolution No. 11212, government officials and employees were required to avail of their earned service credits within a strict three-month window following special elections, plebiscites, initiatives, referenda, or recall elections.

The newly resolved amendment eliminates this deadline. The updated Section 5 now states that service credits for National and Local Elections (NLEs), Barangay and Sangguniang Kabataan Elections (BSKEs), and other electoral exercises "may be availed of at any time after the date of the election or electoral exercise".

Furthermore, the resolution explicitly clarifies that for the 2025 NLE, any earned service credit can be utilized at any time after these new guidelines take effect.

The Result of Sector Dialogue

This policy shift follows consultations and concerns raised directly by the education sector. The resolution notes that the amendment was made after considering the inputs from teachers and the Alliance of Concerned Teachers (ACT) Party-list during dialogues with the Department of Education.

• The Office of the Executive Director (OED) is tasked with providing a copy of the resolution to both the Department of Education and the Civil Service Commission (CSC).
• The Education and Information Department (EID) and Information Technology Department (ITD) are directed to ensure the widest dissemination and online posting of the document.
