Designated Head Teachers, TICs now eligible for promotion to Principal I


​The Department of Education (DepEd) has officially opened the door for designated school heads to jump directly to Principal I positions, regardless of their current teaching rank.

​The new policy, fueled by the Implementing Rules and Regulations (IRR) of Executive Order No. 174, s. 2022 and recently secured DBM approval, aims to formalize the status of those already performing the heavy lifting of school administration.

"Head Teachers I-III and Teachers-In-Charge (TIC) who are currently managing schools by virtue of designation within the three-year transition period as provided for in the IRR of EO 174 s. 2022, as long as they meet the Qualification Standards set by the Civil Service Commission (CSC), even if they are Teacher I or III, can now, as a matter of policy and DBM approval, be promoted or reclassified to Principal I positions."

​WHO QUALIFIES: All Head Teachers (I-III) and Teachers-In-Charge (TICs) currently managing schools by virtue of designation.

For the first time, even those holding Teacher I or Teacher III items can be promoted or reclassified to Principal I.

Candidates must strictly meet the Civil Service Commission (CSC) Qualification Standards for the position.

This applies specifically to those serving within the three-year transition period provided by the Expanded Career Progression (ECP) system.

​For years, many "Designated" TICs have shouldered the responsibilities of a Principal while receiving the salary and rank of a junior teacher. This policy shift corrects that disparity, ensuring that leadership roles are compensated according to function rather than just tenure.

​"This is a matter of policy and fairness. If you are doing the work of a Principal and you meet the standards, you deserve the title and the pay."
