"Engaging in any form of gambling, including but not limited to online gambling, mobile gaming with betting elements, and participation in land-based gambling establishments, is strictly prohibited during office hours."
The scope of this policy includes a total ban on entering or staying within casinos and other gambling establishments. It also specifically prohibits engagement with online gambling platforms, such as online casinos, e-bingo, and e-sabong. Furthermore, government personnel are strictly forbidden from organizing or actively participating in any gambling-related activities.
"This prohibition applies regardless of whether the gambling activity is conducted within or outside government premises, and whether the platform used is legal or licensed. Engaging in any form of gambling in the workplace, whether physical or virtual, may constitute conduct prejudicial to the best interests of the service, and may be subject to administrative sanctions in accordance with existing civil service rules and regulations."
According to the CSC, this move aims to strengthen the integrity of the civil service and bolster public confidence, adhering to the principle that a government position is a public trust. The agency warned that any individual found violating this policy will face the corresponding penalties in line with existing civil service laws and regulations.
"Government agencies are likewise encouraged to issue internal guidelines and monitoring mechanisms to ensure compliance and to prevent any activity that may erode public trust in the civil service."
