Advisory from NYC highlights Mandatory Training for Winning SK Candidates

In a recent advisory issued by the National Youth Commission (NYC), it was emphasized that all victorious Sangguniang Kabataan (SK) candidates are now mandated to undergo and complete a specific training program before officially assuming office. This directive follows the Supreme Court decision in GR Nos. 263590 and 263673.

The Commission on Elections (COMELEC) has clarified that while candidates might have been proclaimed winners and taken oaths, they must fulfill this training prerequisite to serve in their elected positions effectively.

This mandatory training will be administered by both the NYC and the Department of the Interior and Local Government (DILG). Any SK official, irrespective of being elected or appointed, must undergo this program. Only upon acquiring a Certificate of Training Completion will they be eligible to assume their respective roles immediately.

SUBJECT:  Assumption of Office of the Incoming SK Officials

In light of the recent Supreme Court decision in GR Nos. 263590 and 263673, the Commission on Elections (COMELEC) clarified that once winning candidates have been duly proclaimed and have taken their oath of office, they shall immediately and effectively assume office.

The NYC would like to emphasize that in the case of successful Sangguniang Kabataan (SK) candidates, Section 27 of RA No. 10742, as amended, imposes an additional requirement before the winning candidate can assume office, specifically, that they must undergo and successfully complete a Mandatory Training to be administered by the NYC and the DILG. Any SK official, whether elected or appointed, must undergo the mandatory training program before he or she can assume office.

Therefore, in addition to the proclamation and oath-taking, winning SK officials are obligated to fulfill the Mandatory Training requirement, which shall be evidenced by the issuance of a Certificate of Training Completion. Only upon the acquisition of this certificate will they be eligible to assume their respective offices immediately.
