WALANG PASOK: Class Suspensions for Thursday, August 20, Amid Severe Weather from TD Neneng and Southwest Monsoon

Note: This is a running list. Areas and updates will be added as local government units announce changes.

Local government units have declared class suspensions and shifts to alternative learning modes for Thursday, August 20, as Tropical Depression #NenengPH and the enhanced Southwest Monsoon bring rough seas and severe winds across various parts of the country.


Based on Memorandum Circular No. 131, here are the areas where alternative work arrangements for government offices and alternative learning modes for schools are directed on 20 August 2026:

MEMORANDUM CIRCULAR NO. 131

Upon the recommendation of the National Disaster Risk Reduction and Management Council, and in anticipation of continued heavy rainfall associated with the enhanced Southwest Monsoon, which poses risks of localized flooding and travel hazards, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the provinces of Abra, Benguet, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Batangas, Cavite, Laguna, Rizal, and Occidental Mindoro on 20 August 2026.

Agencies involved in the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue their operations and render the necessary services. Contract of Service (COS) and Job Order (JO) workers who are placed under alternative work arrangements shall be paid the corresponding wages or salaries, subject to applicable rules and regulations.
Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes and learning continuity measures at all levels in public and private schools shall be implemented in the aforementioned areas.

Further thereto, the localized cancellation or suspension of classes and/or work in government offices in other areas may be implemented by their respective Local Chief Executives, pursuant to relevant laws, rules, and regulations.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

This Circular shall take effect immediately.

Weather Update: Tropical Depression Neneng

According to the 11:00 AM bulletin issued by DOST-PAGASA on August 19, 2026, Tropical Depression Neneng maintains its strength as it moves northwestward over the sea east of southern Taiwan.

  • Location: Estimated 530 km East Northeast of Itbayat, Batanes.
  • Intensity: Maximum sustained winds of 55 km/h near the center, gustiness of up to 70 km/h.
  • Movement: Northwestward at 30 km/h.
  • Outlook: Neneng is forecast to pass close or make landfall over the northern coast of Taiwan by Thursday afternoon or evening, while the Southwest Monsoon continues to trigger strong to gale-force gusts across most of Luzon, the Visayas, and parts of Mindanao. Rough to very rough sea conditions (up to 3.5 meters) are also expected along multiple seaboards.

  • Biñan: All levels (Public and Private) – Shifted to alternative learning modes.

Pampanga

  • Macabebe: All levels (Public and Private) – Shifted to alternative mode of learning.
  • San Simon: All levels (Public and Private) – Shifted to alternative mode of learning.
  • Sto. Tomas: All levels (Public and Private) – Shifted to alternative mode of learning.

Safety Advisory: Residents in affected areas, particularly those in disaster-prone or coastal zones, are advised to monitor updates from their local disaster risk reduction and management offices and PAGASA.
