​Malacañang Directives & National Class Suspensions

​MEMORANDUM CIRCULAR NO. 129, s. 2026

​Upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), and in anticipation of continued heavy rainfall associated with the enhanced Southwest Monsoon, government offices in the National Capital Region and the provinces of Abra, Benguet, Ilocos Sur, La Union, Pangasinan, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Batangas, Cavite, Laguna, Rizal, Occidental Mindoro, and Oriental Mindoro are directed to implement appropriate alternative work arrangements on 19 August 2026.

Covered Areas Under MC No. 129 (Alternative Work & Remote Learning)

• ​National Capital Region (NCR)  
• ​Cordillera Administrative Region (CAR): Abra, Benguet  
• ​Region I (Ilocos Region): Ilocos Sur, La Union, Pangasinan  
• ​Region III (Central Luzon): Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales  
• ​Region IV-A (CALABARZON): Batangas, Cavite, Laguna, Rizal  
• ​Region IV-B (MIMAROPA): Occidental Mindoro, Oriental Mindoro  

Agencies delivering essential and vital services shall continue their operations. Alternative learning modes and learning continuity measures shall be implemented in public and private schools in the aforementioned areas.

Local government units and school administrations have begun releasing announcements regarding class suspensions and shifts to alternative delivery modes for Wednesday, August 19, 2026, following weather disturbances and monsoon impacts.

• Batangas City - all levels, public and private, shift to online/modular distance learning
• Santo Tomas, Pampanga – no face-to-face classes, all levels, public and private; shift to alternative modes of learning; until Thursday, August 20
• Batangas City - all levels, public and private, shift to online/modular distance learning
• Nasugbu, Batangas - all levels, public and private, shift to online/modular distance learning
• Mabini, Batangas - all levels, public and private, shift to online/modular distance learning
• Calatagan, Batangas -  all levels, public and private, shift to online/modular distance learning
• Bauan, Batangas - all levels, public and private, shift to online/modular distance learning
• Tuy, Batangas - pre-elementary to senior high school, public and private, shift to online/modular distance learning
• Lemery, Batangas - all levels, public and private, shift to online/modular distance learning
• Cavite - all levels, public and private
• Mangaldan, Pangasinan - all levels, public and private, shift to alternative learning modes
