Malacañang Issues Memorandum Circular No. 128: Work and Class Suspensions Announced Due to Southwest Monsoon

MANILA, Philippines — In response to continuous heavy rainfall brought by the Southwest Monsoon (Habagat) and recommendations from the National Disaster Risk Reduction and Management Council (NDRRMC), Malacañang has issued Memorandum Circular No. 128, declaring alternative work arrangements and class suspensions across the National Capital Region and several Luzon provinces for 18 August 2026.

Scope of Suspensions and Alternative Arrangements

Signed by Acting Executive Secretary Ralph G. Recto, the circular outlines the following directives:

  • Government Offices: Government offices within the affected areas are directed to implement appropriate alternative work arrangements. Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital operations will continue regular operations.
  • Schools: Alternative learning modes for classes at all levels across both public and private schools shall be implemented in the designated areas, unless otherwise directed by respective Local Chief Executives (LCEs).
  • Private Sector: The suspension of work or adoption of alternative work arrangements for private companies is left to the discretion of their management.

Covered Areas

The memorandum covers the following regions experiencing severe weather impacts due to heavy rainfall warnings issued by PAGASA:

  • National Capital Region (NCR)
  • Ilocos Sur
  • La Union
  • Pangasinan
  • Benguet
  • Zambales
  • Bataan
  • Tarlac
  • Pampanga
  • Bulacan
  • Cavite
  • Batangas
  • Rizal
  • Laguna
  • Occidental Mindoro

Furthermore, local chief executives outside these specified areas are empowered to implement localized cancellations or suspensions of classes and/or government work based on local weather conditions and relevant regulations.

The circular takes effect immediately.
