Updated Classroom Observation Requirements for the Performance Management and Evaluation System (PMES) for teachers for School Year 2025-2026


The Department of Education has issued Memorandum DM-OSEC-OUHRODI-2026-0001 to provide interim guidance on the Performance Management and Evaluation System (PMES) for teachers for School Year 2025-2026. This directive acts as a transition toward the full implementation of DepEd Memorandum No. 89, s. 2025, ensuring that teacher development and welfare are prioritized while maintaining quality instruction. Under these guidelines, the classroom observation requirement has been streamlined to a single full-period observation for performance evaluation.

Updated Classroom Observation Requirements

For SY 2025-2026, the department has streamlined the evaluation process. Only one (1) full-period classroom observation is strictly required for performance evaluation purposes. Depending on your current situation, one of three scenarios will apply:

Scenario 1: Already completed two observations? You have fully complied. You may select the highest rating obtained for each indicator from either observation to compute your final IPCRF rating.

Scenario 2: Already completed one observation? You have fully complied. No additional observations are required. Any unobserved indicators can be rated based on observation notes or addressed through a Reflection Journal (Annex A).

Scenario 3: Not yet observed? You must complete one (1) full-period observation. You can choose to cover all nine indicators, or allow up to three indicators to remain unobserved (if not applicable to the lesson) to be addressed via the Reflection Journal.

For teachers who have already completed two observations, they may choose the highest rating obtained in each indicator from either session for their final Individual Performance Commitment and Review Form (IPCRF). Those with only one completed observation are deemed to have fully complied, and any unobserved indicators may be addressed through a Reflection Journal accompanied by verifiable evidence, like lesson plans or assessment tools. Teachers who have not yet undergone any observation must complete one full-period session, with the option to address up to three unobserved indicators through the same Reflection Journal process.

The memorandum also clarifies that a teacher’s career stage is determined by their authorized plantilla position, which dictates the appropriate Classroom Observation Tool (COT) rubric levels for assessment. For instance, Teachers I-III are evaluated at levels 2-6, while Master Teachers I-II are assessed at levels 4-8. Regarding the computation of ratings, both Proficient and Highly Proficient teachers see a 95% weight allocation for Professional Standards. The remaining 5% is allocated to Core Competencies for Teachers I-VII, whereas Master Teachers split that 5% equally between Core and Leadership Competencies.

To standardize the evaluation process, the BHROD-HRDD will release an official Excel-based electronic IPCRF (e-IPCRF) tool before the end of the school year. Teachers are required to use this tool to encode their data, which must then be verified by a Rater and Approving Authority before being submitted to the School Head. School Heads or designated personnel are responsible for uploading these finalized forms to the Online e-IPCRF System starting from the end of the fourth quarter until the first month of the succeeding school year’s classes. This interim arrangement remains in effect until a separate issuance is released for SY 2026-2027.
