If you’ve recently joined the teaching force or earned a well-deserved promotion, congratulations! Amidst the excitement of a new role, you likely have questions about your Individual Performance Commitment and Review Form (IPCRF) under the Performance Management and Evaluation System (PMES).
Here is a breakdown of the guidance based on recent DepEd directives to help you stay on track.
The 90-Day Rule
The most critical factor in determining your IPCRF requirements is your length of service in your new position within the school year.
For Newly-Promoted Teachers
• If you have rendered at least 90 calendar days: You must accomplish the IPCRF that is appropriate for your new position and career stage.
• If you have rendered less than 90 calendar days: You are not required to use the IPCRF for your new role. Instead, you should accomplish the IPCRF corresponding to your previous position and career stage held prior to your promotion.
For Newly-Hired Teachers
If you are brand new to the service and have rendered less than 90 calendar days before the end of the school year, you are not required to submit an IPCRF.
However, for the purpose of performance-based incentives, you will need a general certification indicating "Satisfactory" performance to cover your period of service (if it is less than three months).
Determining the 90 calendar days
To help you apply the "90-day rule" for the current school year (ending March 31, 2026), let’s look at a concrete example.
The rule states that you must have at least 90 calendar days of service in your new position by the end of the school year to use the IPCRF for that new role.
To have 90 days of service by March 31, 2026, you must count backward from that date.
• March: 31 days
• February: 28 days
• January: 31 days
Total: 90 days
This means that if you were promoted or newly hired on or before January 1, 2026, you have reached the 90-day threshold.
