Public school teachers are now benefiting from the recently institutionalized Teaching Allowance, formerly known as the "chalk allowance." Starting this 2025-2026 school year, the allowance has been significantly increased to Php 10,000 per teacher annually, a substantial rise from the Php 5,000 provided in the previous school year (2024-2025).
This increase is mandated under Republic Act No. 11997, also known as the "Kabalikat sa Pagtuturo Act". The law recognizes the role of teachers and aims to alleviate their financial burden in purchasing necessary teaching supplies and materials, as well as covering incidental expenses related to their teaching duties and the implementation of various learning delivery methods.
Historically, public school teachers have received allowances for teaching-related expenses, starting with a modest Php 100 in 1988 and gradually increasing to Php 5,000 by 2021.
The Department of Education (DepEd) has clarified that this Php 10,000 Teaching Allowance will be distributed to qualified public school teachers not earlier than the official start of each school year. This ensures that teachers have the funds available at the beginning of the academic year to prepare their classrooms and secure the resources they need for effective teaching.
The full Php 10,000 allowance is typically provided to teachers who are present and on duty from the beginning of the school year. However, the amount may be adjusted proportionally in certain situations:
For teachers who take extended leaves of absence without pay (Absence Without Leave, indefinite sick leave, study leave, etc.), the percentage of the allowance they receive depends on when they assume their teaching duties after the start of classes:
• Teachers who report for duty within the first 30 days of the school year will receive the full 100% of the allowance.
• Those who start after 30 days but within 90 days will receive 80% of the allowance.
• Teachers who begin their duties after 90 days but within 150 days will receive 50% of the allowance.
• For those who start after 150 days until the end of the school year, they will receive 20% of the allowance.
For teachers who are hired after the official start of the school year, the allowance is also prorated based on the number of actual teaching days they render until the end of the academic year:
• Teachers who serve more than 150 teaching days will receive the full 100% of the allowance.
• Those who serve between 91 and 150 teaching days will receive 80% of the allowance.
• Teachers who render between 31 and 90 teaching days will receive 50% of the allowance.
• For those who serve 30 teaching days or less, they will receive 20% of the allowance.
The Teaching Allowance is tax-free, meaning teachers will receive the full applicable amount without any deductions for income tax.
