Gov't employees to receive 2023 Performance-Based Bonus (PBB)


The Performance Based Bonus (PBB) for FY 2023 is set to be distributed to eligible government agencies and employees who meet the established performance criteria, with ongoing efforts to improve and streamline the evaluation and incentive processes.

In June 2024, President Ferdinand R. Marcos Jr. issued Executive Order No. 61, mandating a comprehensive review and overhaul of the government's Results-Based Performance Management System (RBPMS) and Performance- Based Incentive (PBI) System.

Despite the suspension of these systems pending review, the Department of Budget and Management (DBM) has assured government employees that the release of performance-based bonuses for Fiscal Years 2022 and 2023 will proceed as planned. DBM Secretary Amenah F. Pangandaman emphasized that the ongoing evaluation aims to streamline and enhance the effectiveness of performance incentives without causing delays in disbursing bonuses to eligible personnel.

The Performance-Based Bonus (PBB) for Fiscal Year (FY) 2023 is a government incentive program in the Philippines designed to reward agencies and their employees for meeting specific performance criteria.

To be eligible for the FY 2023 PBB, agencies must satisfy criteria across four dimensions of accountability: Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results. Agencies are required to achieve a total score of at least 70 points and attain a rating of 4 or higher in at least three of these criteria. IIndividual eligibility for the PBB requires employees to have an average performance rating of at least "Very Satisfactory" for FY 2023.

Agencies are responsible for submitting necessary reports and evidence of accomplishments to the appropriate validating bodies. The DBM has issued guidelines detailing the submission process and timelines to ensure compliance and facilitate the timely release of the PBB.
