President Ferdinand R. Marcos Jr. has issued Proclamation No. 728, declaring November 4, 2024, as a National Day of Mourning for the victims of Severe Tropical Storm Kristine.
The proclamation highlights the significant loss of life and widespread destruction caused by the storm.
The government calls on the nation to offer prayers for the eternal repose of the souls of the victims.
The Philippine flag will be flown at half-mast on all government buildings and installations throughout the Philippines and abroad on November 4.

DECLARING 04 NOVEMBER 2024 AS A DAY OF NATIONAL MOURNING FOR THE VICTIMS OF SEVERE TROPICAL STORM KRISTINE
WHEREAS, from 21 to 25 October 2024, Severe Tropical Storm Kristine (international name: Trami) brought torrential rains and violent winds that triggered widespread flooding and landslides across the country, drastically affecting the lives of the Filipino people;
WHEREAS, the onslaught of Severe Tropical Storm Kristine caused the loss of lives and tremendous destruction of property, including immense damage to agriculture. and critical infrastructures and lifelines, as well as the disruption of the means of livelihood, and the normal way of life of the people, especially in the affected areas;
WHEREAS, based on the report of the National Disaster Risk Reduction and Management Council, as of 30 October 2024, Severe Tropical Storm Kristine affected a total of 1,788,630 families or 7,033,922 individuals, and caused 139 casualties;
WHEREAS, the nation deeply mourns this tragic loss, and joins the families and loved ones of our departed brothers and sisters in this moment of immense sorrow; and
WHEREAS, under Section 27, Chapter 1, Rule 3 of the Implementing Rules and Regulations of Republic Act No. 8491 or the "Flag and Heraldic Code of the Philippines," the Philippine Flag shall be flown at half-mast on all buildings and places where it is displayed as a sign of mourning during tragedies of national significance, as ordered by the Office of the President;
NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare 04 November 2024 as a Day of National Mourning, in solidarity with the bereaved families and loved ones of those who perished due to the devastation brought by Severe Tropical Storm Kristine. The entire nation is requested to offer prayers for the eternal repose of the souls of the victims.
As provided by law, on 04 November 2024, the national flag shall be flown at half-mast from sunrise to sunset, on all government buildings and installations throughout the Philippines and abroad.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
