Gov’t employees to get additional Christmas gift from Malacañang

Government employees will receive an early additional Christmas gift after President Duterte issued Administrative Order (AO) 19 or the grant of Service Recognition Incentive (SRI) in appreciation of their work dedication and diligence.

AO 19 said government employees deserve to be rewarded for their “collective and unceasing participation in and invaluable contribution to the administration’s continuing efforts toward the establishment of streamlined government processes and more responsive delivery of public services.”

"Government employees deserve to be rewarded to recognize their collective and unceasing participation in and invaluable contribution to the Administration's continuing efforts toward the establishment of streamlined government processes and more responsive delivery of public services," said AO 19.

The said AO 19 authorizes the grant of a one-time Service Recognition Incentive (SRI) at a uniform amount not exceeding Ten Thousand Pesos (P10,000) for each of the qualified personnel in national government agencies, including those in state universities and colleges and government-owned or -controlled corporations (GOCCs), who occupy "regular, contractual, or casual positions."

"The payment of the SRI to all qualified government employees shall not be earlier than 20 December 2019," said order.

The Armed Forces of the Philippines, the Philippine National Police, the Bureau of Fire Protection, the Bureau of Jail Management and Penology, the Bureau of Corrections, the Philippine Coast Guard, and the National Mapping and Resource Information Authority will also receive the SRI, according to AO 19.

Covered by AO 19 are civilian personnel and military and uniformed personnel working as regular, contractual or casual positions, and are still in the government service as of November 30, 2019 and have rendered at least four months of service as of November 30, 2019.

DepEd employees could expect assured 7K SRI this year
The one-time Service Recognition Incentive (SRI) worth P10,000 each for qualified government employees will be funded by the budget under the office of the President and Personnel Services (PS) Allotment of the respective Agency.

The Miscellaneous Personnel Benefits Fund (MPBF) under the FY 2019 General Appropriations Act will fund a portion of the SRI amounting to Seven Thousand Pesos (P7,000) for each employee; and the remaining Three Thousand Pesos (P3,000) for each employee will be sourced out from available released Personnel Service allotments of the respective agencies in the event that the available released personnel service allotments are insufficient to fully cover the remaining P3,000 per employee, a lower but uniform amount shall be paid to all qualified employees of that agency.

This means that DepEd employees could expect an assured P 7,000 starting December 20 which will be provided by MPBF, a budget under the office of the President.

Employees who have rendered less than four months of service as of November 30, 2019 will be entitled to a pro-rated share of the SRI.

Employees who have rendered less than four months will receive a 40 percent pro-rated share of the SRI, less than three months in the service will get a 30 percent pro-rated share of the incentive, less than two months will receive 20 percent and one month will receive 10 percent pro-rated share of the cash bonus.

AO 19 shall take effect immediately upon its publication in the Official Gazette or a newspaper of general circulation.
