Walang Pasok: Half-Day Work Suspension for Govt Employees on Sept 28, 2026 (National Family Week)
MANILA, Philippines — #WalangPasok! Government employees across the country will have a shorter workday on Monday, September 28, 2026, as the Palace declares a half-day work suspension in celebration of the 34th National Family Week and "Kainang Pamilya Mahalaga" Day.
What is Memorandum Circular No. 136?
According to Memorandum Circular No. 136, signed on September 16, 2026, by Acting Executive Secretary Ralph G. Recto by authority of the President, work in all agencies and instrumentalities of the National Government will be officially suspended starting at 1:00 PM.
This half-day work suspension covers:
- All National Government agencies
- Government-owned or -controlled corporations (GOCCs)
- State universities and colleges (SUCs)
The early dismissal is implemented to give government workers and civil servants sufficient time to participate in the programs and activities organized by the National Committee on the Filipino Family.
Why Do We Celebrate National Family Week?
This annual nationwide observance is rooted in Proclamation No. 60 (s. 1992), which officially designates the last week of September as Family Week. Furthermore, Proclamation No. 326 (s. 2012) declares the fourth Monday of September as "Kainang Pamilya Mahalaga" Day, a special day reminding Filipinos of the value of sharing meals and spending quality time with their families.
Are There Exemptions to the Work Suspension?
Yes. The Palace clarified that agencies responsible for critical and emergency services will maintain normal operations. Government workers who will not be covered by the 1:00 PM suspension include those in agencies whose functions involve:
- Delivery of basic and health services
- Preparedness and response to disasters and calamities
- Performance of other vital, uninterrupted public services
Is the Private Sector Included in the Half-Day Suspension?
While the mandate strictly covers the Executive branch and national government bodies, the memorandum states that the suspension of work in the private sector, independent commissions, and other branches of government is highly encouraged. This is to ensure that all Filipino families have the full opportunity to celebrate the 34th National Family Week together.
