Malacañang has suspended government work and classes at all levels on Tuesday, September 1, 2026, across 15 provinces in Luzon due to expected heavy rainfall brought by the enhanced Southwest Monsoon (Habagat). Under Memorandum Circular No. 133 issued by Executive Secretary Ralph Recto by the authority of President Ferdinand Marcos Jr., government offices are directed to implement alternative work arrangements, while work suspensions in the private sector are left to the discretion of management. Public and private schools are instructed to shift to alternative learning modes and learning continuity measures.

The areas covered by the suspension are:

• Abra

• Apayao

• Bataan

• Batanes

• Benguet

• Ilocos Norte

• Ilocos Sur

• Kalinga

• La Union

• Mountain Province

• Nueva Vizcaya

• Pampanga

• Pangasinan

• Tarlac

• Zambales

Local Government Units (LGUs) have officially started rolling out class suspensions for tomorrow, Tuesday, September 1, due to the heavy rains brought by the enhanced Southwest Monsoon (Habagat).

Cordillera Administrative Region (CAR)

• Province of Benguet. All face-to-face classes suspended (Public and Private. Preschool to Senior High School. 
• Atok - Face-to-face classes at all levels in both public and private schools
• Bakun - Face-to-face classes from Preschool to Senior High School in both public and private schools
• Bokod - Face-to-face classes from Preschool to Senior High School in both public and private schools
• Buguias - Face-to-face classes from Preschool to Senior High School in both public and private schools
• Itogon - Face-to-face classes at all levels in both public and private schools
• Kabayan - Face-to-face classes from Preschool to Senior High School in both public and private schools
• Kapangan - Face-to-face classes from Preschool to Senior High School in both public and private schools
• Kibungan - Face-to-face classes from Day Care to Senior High School including ALS
• La Trinidad - Face-to-face classes from Preschool to Senior High School in both public and private schools
• Mankayan - Face-to-face classes from Preschool to Senior High School in both public and private schools
• Sablan - Face-to-face classes from Preschool to Senior High School in both public and private schools
• Tuba - Face-to-face classes from Preschool to Senior High School in both public and private schools
• Tublay - Face-to-face classes from Preschool to Senior High School in both public and private school

• Santa Ignacia, Tarlac — face-to-face classes in all levels, both public and private schools, are suspended. Schools may shift to ADM.

• Camiling, Tarlac — face-to-face classes in all levels, both public and private schools, are suspended. Schools may shift to ADM.

• Paniqui, Tarlac — face-to-face classes in all levels, both public and private schools, are suspended. Shift to ADM

Note: More LGUs are expected to release their official announcements later this afternoon. Under current Department of Education (DepEd) guidelines, in-person classes and work at all levels are automatically suspended in areas placed under an Orange or Red Rainfall Warning.

Latest Weather Update: Pilandok & Enhanced Habagat

According to the latest 11:00 AM bulletin from the state weather bureau (PAGASA), the extreme weather is being driven by multiple systems enhancing the monsoon:

Tropical Depression Pilandok: As of 10:00 AM, Pilandok was tracked 1,160 kilometers east of extreme Northern Luzon. It is currently almost stationary over the northern part of the Philippine Sea.

Intensity: Pilandok is maintaining its strength with maximum sustained winds of 55 km/h and gustiness of up to 70 km/h. PAGASA forecasts that it may briefly intensify into a Tropical Storm by Tuesday, September 1, before exiting the Philippine Area of Responsibility (PAR) on Wednesday. It remains unlikely to make landfall.

The Habagat Threat: Pilandok, along with two other unnamed weather disturbances monitored outside the PAR, continues to heavily enhance the Southwest Monsoon. This is dumping continuous, moderate to heavy monsoon rains over the Ilocos Region, Abra, Benguet, Bataan, Zambales, Tarlac, and Pampanga.

Critical Alerts: PAGASA continues to warn the public of the high risk of serious flooding and rain-induced landslides in the western sections of Northern and Central Luzon, especially in areas heavily saturated by previous days' rainfall.
