• First Tranche: Operating units are authorized to release an initial payment of at least ₱10,000.00 but not exceeding ₱14,500.00. This amount depends on the available Notice of Cash Allocation (NCA) for Personnel Services currently held by the respective units.
• Second Tranche: The remaining balance—completing the full ₱20,000.00 benefit—will be released immediately after the Department of Budget and Management (DBM) approves the necessary requests for modification of allotments.
The memorandum emphasizes that the obligation for the SRI allotment must be processed on or before December 31, 2025.
DepEd finance units have been tasked with determining the specific amount for the first tranche based on their available cash balances to prevent overdrafts. The incentive will be credited directly to employees' ATM payroll accounts.
The grant complies with DBM Budget Circular No. 2025-3, issued on December 15, 2025, which sets the guidelines for the uniform rate of the incentive across the executive branch. The SRI acknowledges the collective contribution and responsiveness of the government workforce to the administration's goals throughout the fiscal year.
