Clarification on the Removal of 'Classroom Observation' in Reclassification Procedures
DepEd Order 034, s. 2025 clarifies that classroom observation is still required to assess a teacher’s demonstration of the required PPST COIs, but the protocol and process for fulfilling this requirement have changed compared to previous traditional demonstration teaching practices.
"Classroom observation shall be conducted to assess a teacher's demonstration of the required PPST COIs. It shall be done in an actual classroom setting with learners," the order stated.
"To streamline the conduct of COI assessment under the comparative assessment process, classroom observations conducted within the immediately preceding school year prior to the submission of the application may be considered for purposes of promotion; Provided, that such observation is distinct and separate from the scheduled full-period classroom observation conducted for purposes of the Performance Management and Evaluation System (PMES)," the order added.
"Classroom observation should be conducted in an actual classroom setting with learners, but it does not require a separate, staged demonstration teaching session—rather, it can be based on classroom observations from the immediately preceding school year before application submission," according to DO 034 s. 2025.
This means that applicants do not need to do the old "demonstration teaching" (a special, extra teaching demo performed for a panel solely for reclassification). Instead, their recent, regular classroom observation—specifically intended for promotion or reclassification, conducted within the previous school year and assessed by trained evaluators—is now what counts for the process.
"The observation used for reclassification should be distinct from the regular Performance Management and Evaluation System (PMES) observation but is still actual teaching observed by trained assessors."
"COI rating sheets from this observation are valid only for one year and must be certified by authorized sub-committees; they will serve as the basis for the PPST COI criterion in the point system for comparative assessment."
"Only assessors who have completed prescribed training under Section 37 of DO 024, s. 2025, are authorized to conduct these observations for promotion."
Demonstration Teaching is streamlined and fits within authentic classroom observation protocols, but it is not abolished; the requirement now simply uses your most recent classroom observation (with certain specifications) instead of a separate demo event.
