DBM, DepEd sign Joint Circular for Career Progression of public school teachers
February 19, 2025 | The Forum, PICC Complex – The Department of Budget and Management (DBM) and the Department of Education (DepEd) have officially signed a Joint Circular aimed at enhancing the career progression, compensation, and leadership development of teachers and school heads in the public basic education system.
Education Secretary Sonny Angara led the ceremonial signing during the Human Resource and Organizational Development (HROD) Convention 2025. This milestone initiative builds upon Executive Order No. 174 (2022) and its Implementing Rules and Regulations (2024) to ensure a more structured and transparent career pathway for educators.
The Joint Circular introduces key reforms, including:
✔️ New Career Progression Guidelines for Teachers IV-VII and Master Teacher V
✔️ Updated Reclassification Policies to streamline promotion and advancement
✔️ Standardized Staffing Parameters to strengthen school leadership and management

Also present at the signing ceremony were Budget Secretary Amenah Pangandaman, Senator Sherwin Gatchalian, and key DepEd executive officials, underscoring the government's commitment to improving public school teachers' welfare and professional development.
The DBM-DepEd Joint Circular is expected to streamline teacher promotions, enhance professional growth opportunities, and establish a more competitive compensation system—ensuring educators are well-supported in their mission to provide quality education for all.
