PBBM approves EO increasing salaries, benefits of gov’t employees


President Ferdinand R. Marcos Jr. has approved Executive Order No. 64, which raises government workers' salaries and introduces an additional allowance for state employees. Executive Secretary Lucas P. Bersamin signed the order on behalf of the President on August 2, 2024.

The order takes effect immediately upon publication in the Official Gazette or a widely circulated newspaper.

President Marcos stated that salary and benefits updates are necessary due to the current economic conditions, including inflation's impact on purchasing power. This move aims to maintain a skilled and committed workforce, enhancing social justice, integrity, efficiency, accountability, and public service quality.

EO 64's updated salary schedule applies to all civilian personnel in the Executive, Legislative, and Judicial branches and Constitutional Commissions and Offices. It also includes Government-Owned or Controlled Corporations (GOCCs) not covered by RA 10149 or EO No. 150 (s.2021) and Local Government Units (LGUs).

The new salary schedule will be rolled out in four phases for National Government Agencies (NGAs): January 1, 2024; January 1, 2025; January 1, 2026; and January 1, 2027. The first phase is retroactive to January 1, 2024.

Additionally, eligible government employees will receive an annual medical allowance of PHP 7,000 to support health maintenance organization (HMO) benefits.

The Department of Budget and Management (DBM) will issue guidelines for implementing EO 64's specific provisions. A full copy of the Executive Order, including details on salary adjustments for LGU personnel and funding, is available in the Official Gazette.
