What would happen if the IPCRF had already been validated in our school but later suspended by the regional office?

If the IPCRF/OPCRF has already been validated at the school level but is later suspended by the regional office, the following might happen:

1. Hold on Further Processing:
The submission and further processing of the IPCRF/OPCRF may be put on hold until clear instructions are received from the Central Office.

2. Review and Revision:
Once new guidelines or instructions are provided, the regional office might require reviewing or revising the validated forms.

3. Communication to Schools:
The regional office will likely communicate any new instructions or requirements to the schools to ensure compliance with updated directives.

RPMS suspension

President Ferdinand Marcos Jr., in Executive Order 61, has suspended the Results-Based Performance Management System and Performance-Based Incentive in the civil service due to redundancy and duplication with existing performance audits. He aims to streamline and reform the government's performance evaluation process and incentives system for a more responsive and efficient bureaucracy.

The EO 61 said a technical working group will review the existing systems to improve and simplify government performance management.

RPMS still required

Despite the issuance of EO 61, several school divisions and schools still require teachers to continue preparing and submitting the RPMS Portfolio and IPCRF for evaluation because, according to some of them, they received a memo regarding the schedule of RPMS preparation and IPCRF evaluation from their respective region/division offices.

ICRF Suspensions

Several Regional Directors (RDs) have announced a halt in the submission of the Individual Performance Commitment and Review Form (IPCRF) and Office Performance Commitment and Review Form (OPCRF) pending clear instructions from the Central Office.

Some regional directors and school division superintendents are halting the RPMS and IPCRF evaluation because the national memorandum/ Regional Memorandum series directing the schedule of preparation and submission of RPMS and IPCRF uploading was released before Executive Order 61 issuance.

Thus, the EO 61 orders "all other relevant issuances related to it, is hereby suspended immediately pending review of the RBPMS and PBI System."
