President Rodrigo Duterte declared October 31 as additional special non-working holidays during the first and second years in office, so most netizens are still hoping he will do the same this year.

As of this writing, Malacañang has not yet confirmed that October 31 is a non-working holiday.

If we base it from what happened last year, however, President Duterte suspended classes and office works in the afternoon of the same day to give enough time to students and workers travelling to provinces for the two non working holidays in November.

This means that, there is a high chance that the same suspension of work and classes might happen again on October 31 this year.

On the other side of the story classes in all levels and office work have been suspended already in several areas and schools from October 31 to November 02, 2019, in observance of All Saints' Day and All Souls' Day. Classes and work will resume on November 04, 2019.
