SSL 5 bill for civilian gov’t workers’ to be sent to house in September

The new bill that contains the proposed Salary Standardization Law (SSL) 5 that is expected to raise civilian government workers’ salary again for next year will be submitted to the Lower House this September according to Acting Budget Secretary Wendel E. Avisado on Thursday.


He said the House appropriations committee that the Office of the President will transmit the proposed measure to Congress next month as the Department of Budget and Management (DBM) had decided that the salary hike must be covered by a law.

Avisado said that the lowest salary grade was expected to enjoy a 10-percent increase in pay under the proposal. Under the proposed salary law, civilian government employees will enjoy a yearly salary increase until 2020, the end of the term of President Rodrigo Duterte.


Avisado earlier said the funds for the next round of Salary Standization Law (SSL) were already contained in the proposed 2019 national budget amounting to P4.1-trillion which was already submitted to Congress.

Avisado said next year’s budget will allocate P31 billion for the salary increase of government workers.

The acting DBM chief stated that, there was allocation for government employees’ bigger pay next year; the following years’ increases would depend on the availability of more funds.
