Eligibility Criteria for DCP Laptop Teacher-Recipients

DepEd directs schools to nominate qualified teachers for FY 2025C and FY 2026 DCP Laptop Packages

The Department of Education (DepEd), through its Information and Communications Technology Service (ICTS), has directed regional and division offices as well as public elementary and secondary school heads to identify and nominate qualified teachers as recipients of the DepEd Computerization Program (DCP) Laptop for Teacher packages funded under Fiscal Year (FY) 2025 Continuing Appropriations (FY 2025C) and FY 2026.

Issued under Memorandum No. ICTS-OD-MEM-102226-T3-1 dated October 22, 2026, and signed by ICTS Director IV Engr. Franz Joseph D. Libao, PECE, the directive is anchored on DepEd Order No. 16, s. 2023, otherwise known as the Revised Guidelines on the Implementation of the DepEd Computerization Program[span_2](start_span)[span_2](end_span). These laptop packages are designated for public school teachers to support the delivery of quality basic education in the digital age.

Eligibility Criteria for DCP Laptop Teacher-Recipients

To qualify for the allocation of laptops for teachers, nominees must meet the following mandatory conditions:

  • Active Teaching Assignment: The nominee must be an incumbent public school teacher performing actual teaching functions and must be officially assigned to a recipient school appearing in the approved allocation list as of the date of nomination.
  • No Existing Serviceable Government- or School-Issued Laptop: The nominee must not have an existing serviceable laptop issued by DepEd, another government entity, a local government unit (LGU), or through a donation formally accepted and recorded by the school, with priority given to teachers who have not previously received a laptop for official use.
  • A teacher whose previously issued laptop has been officially declared unserviceable, lost due to a duly documented fortuitous event, or otherwise cleared from accountability under applicable property and accounting rules may still be considered, subject to validation by the Schools Division Office.
  • Digital Literacy and Account Compliance: The nominee must have an active DepEd-provided account and must complete the required multifactor authentication and other applicable account-security requirements prior to device issuance or turnover..

Order of Prioritization for Qualified Teachers

If the number of qualified teachers exceeds a school’s allocation, the School Head must apply a transparent and documented prioritization based on the following order:

  1. Teachers without an existing serviceable government- or school-issued laptop;
  2. Teachers whose actual teaching assignments require regular use of digital learning resources and platforms;
  3. Teachers handling multiple classes or learning areas requiring digital lesson preparation and delivery; and
  4. Other relevant operational considerations documented by the School Head.

Note: DepEd strictly emphasizes that seniority, position, personal relationship, or non-instructional considerations shall not, by themselves, confer priority.
