Palace declares Nov. 16–18, 2026 special non-working days in NCR for 49th ASEAN Summit

Malacañang has designated November 16 to 18, 2026, as special non-working holidays throughout Metro Manila to support the hosting of the 49th ASEAN Summit and associated high-level gatherings.

Proclamation No. 1447—signed on September 17 by Acting Executive Secretary Ralph G. Recto on behalf of President Ferdinand R. Marcos Jr.—establishes the three-day suspension from Monday to Wednesday. The move is intended to alleviate traffic bottlenecks across the capital and bolster security measures for visiting international dignitaries.

“It is necessary to declare 16–18 November 2026 as special (non-working) days in the National Capital Region,” the proclamation read.

According to the proclamation, declaring the suspension is essential for the smooth conduct of the events. The summit schedule includes key regional meetings hosted in NCR, such as the 16th ASEAN Maritime Forum set for November 17 and the 14th Expanded ASEAN Maritime Forum on November 18.
