Govt employees to receive up to ₱30K CNA incentive, release starts December 15


The Department of Budget and Management (DBM) has officially approved and released the guidelines for the grant of the Collective Negotiation Agreement (CNA) Incentive for Fiscal Year (FY) 2025, providing great news for government employees.

The official issuance detailing these rules is Budget Circular No. 2025-2, which was issued on November 19, 2025. This circular confirms that eligible government personnel are eligible to receive a one-time CNA Incentive of up to ₱30,000.00, which will be paid out no earlier than December 15, 2025. This incentive is granted to both management and rank-and-file employees of agencies that possess an approved and successfully implemented CNA, recognizing their efforts in achieving performance targets at a lower cost and attaining more efficient operations through agreed-upon cost-cutting measures and system improvements, as mandated by Congress Joint Resolution No. 4, s. 2009.

"The CNA Incentive shall be granted to both management and rank-and-file employees of agencies with approved and successfully implemented CNAs, in recognition of their efforts in accomplishing performance targets at lesser cost and in attaining more efficient and viable operations through cost-cutting measures and systems improvement." Eligible employees typically include those in regular, contractual, or casual positions, whether full-time or part-time, working in various capacities. Importantly, non-union members are also entitled to receive the incentive, provided they pay the required agency fee to the accredited employees' organization. At the same time, personnel under a Contract of Service (COS) and a Job Order (JO) are generally not eligible for this benefit. Crucially, the funding for this incentive must be sourced solely from the available balances of the agency's Maintenance and Other Operating Expenses (MOOE) allotments and must represent verifiable savings resulting from the cost-cutting measures outlined in the CNA.

This incentive serves as a tangible reward for the successful collaboration and financial prudence demonstrated by the agency's workforce.
