DepEd allows teachers to choose medical allowance payout via cash
The Department of Education (DepEd) has revised its policy on the distribution of the ₱7,000 Medical Allowance, allowing teachers to choose their preferred mode of receipt, including cash disbursement via payroll. This change, detailed in a memorandum dated August 20, 2025, follows a dialogue with Teacher Dignity Coalition (TDC) leaders and Department of Budget and Management (DBM) Secretary Amenah Pangandaman on August 19, 2025.
The memorandum, titled "FLEXIBILITY TO IMPLEMENT DEPED ORDER NO. 16, S. 2025 AND THE IMMEDIATE PROCESSING OF MEDICAL ALLOWANCE," states that eligible personnel who previously opted for a group/agency procurement of an HMO-type product may now change their mode of availment to an individual availment (cash form through payroll disbursement). This is intended to ensure the timely release of their medical allowance on or before August 31, 2025.
To facilitate the changes, the following processes must be undertaken:
1. Prepare a list at the School, Schools Division Office (SDO), or Regional Office (RO) with the names of employees who wish to change their chosen mode of receipt.
2. Submit the completed list to the focal person in the RO or SDO, who will update the Annex A/consent form for each listed employee.
