NLC Facilitator Official Time, Meal Allowance, and Materials

This article serves to clarify certain matters concerning the National Learning Camp (NLC) facilitator roles and entitlements:


1. Teaching Load and Service Credits:

  • Memorandum DM-OUCT-2024-097 states that NLC facilitators may render a maximum of 4.5 hours of actual teaching load per day.
  • For each day of service that meets this 4.5-hour requirement, facilitators are entitled to 1 day of service credit.
  • Each facilitator should be free to stay within the required hours. No facilitator should be coerced, pressured, or compelled to stay in school beyond the required 4.5 hours, including lunch breaks. This includes pressure to wait for 8 or 9 hours.

2. Meal- Expenses:

The claiming process for this meal expenses is designed to be streamlined and efficient, respecting the value of the NLC facilitator's time and effort. There is no need for excessive or burdensome supporting documents. They should only be required to submit the minimum necessary documentation to verify their attendance and service.
  • NLC facilitators are entitled to a ₱250.00 meal expenses for each day of service.
  • Php250.00 per day per volunteer teacher is intended to subsidize meal expenses during the NLC and other End-of-School-Year (EOSY) break activities. This amount may be released directly to the teacher, subject to reimbursement rules. Reimbursement can be done weekly, supported by the following documents: 
    • Certificate of Expenses Not Requiring Receipts (CENRR), as per COA Circular No. 2017-001.
    • Attendance Sheet, attached to the CENRR as proof of daily participation in NLC and EOSY activities. 

3. NLC Materials (Modules, etc.):

  • All necessary NLC materials, including lesson plans, worksheets/workbooks, modules, activity sheets, and other learning resources, should be provided by the Department of Education. Facilitators should be expected to avoid creating or procuring these materials at their own expense.
  • The distribution of these materials should be well-organized and timely to ensure that facilitators have everything they need to conduct the NLC sessions effectively.
As per DM-OUCT-2024-097, all NLC materials, including modules and activity sheets, should be provided by DepEd. Facilitators should refrain from creating or sourcing these materials themselves. Schools will be provided with a complete set of teaching-learning resources for Grades 1 to 3 and Grades 7 to 10, including lesson plans for teachers and worksheets/workbooks for learners. Schools can choose appropriate learning resources for remedial classes and other EOSY break activities based on learners' needs and suitable teaching approaches.

All school administrators and supervisors are urged to adhere to these guidelines. The NLC's success relies on its facilitators' dedication and well-being.
