DepEd reiterates guidelines for teacher transfers

15th November 2023 - The Department of Education (DepEd) has issued a memorandum reaffirming the guidelines governing the transfer of teachers from one station to another. This move aims to streamline the process and ensure eligible teachers know the procedures involved.

Under DepEd Order (DO) No. 22, s. 2013, the following priority criteria for teacher transfers have been emphasized:

1. When a teacher is declared excess by the School Head, and their expertise is needed in another school or district.
2. Teachers who have served for more than five years outside their home barangay or municipality.
3. Bonafide residents of the barangay, municipality, city, or province where the school is located.
4. Teachers joining their husband or wife in the same school.
5. Nursing mothers.
6. Teachers facing danger due to armed conflict, hostilities, or similar circumstances in the area where the school is situated.
7. Teachers in poor health condition.

The memorandum acknowledges that the current processing and approval of transfer requests are often tedious and time-consuming. DepEd reiterates the procedures outlined in DO 22 s. 2013 to expedite this process. and guide field offices and officials involved.

Key points highlighted in the memorandum include:

1. Teachers seeking transfer must submit their requests to the Schools Division Superintendent, endorsed by the School Head.
2. The Originating-SDO will request information regarding the teacher's accommodation from the Receiving-SDO.
3. The Receiving-SDO will respond with the outcome:
  - Favorable transfer requests will lead to the preparation of necessary documents.
  - Denied transfer requests will be accompanied by reasons for denial.
4. Upon completing transfer requirements, the Originating-SDO will endorse the request to the Receiving-SDO via the Regional Office.
5. The Regional Office will facilitate the transfer's final endorsement.
6. The Receiving-SDO will inform the teacher of the actual first day of service.

Furthermore, the Office of the Undersecretary for Human Resource and Organizational Development, through the Bureau of Human Resource and Organizational Development (BHROD), will review the existing DO to adapt it to evolving parameters, class organization, and school typologies.

DepEd emphasizes the immediate dissemination and strict compliance with this memorandum, aiming to enhance the efficiency and transparency of teacher transfers across the education system.
