PBB FY 2021 release delayed for 15 regions due to duplicate entries, personnel Issues
While the National Capital Region (NCR) has already received their Performance-Based Bonus (PBB) for the fiscal year 2021 on July 4, the remaining 15 regions are still awaiting their payouts. The delay is attributed to the discovery of duplicate entries and personnel not included in the plantilla, prompting the Department of Budget and Management (DBM) to return the PBB 2021 Form 1.0 to the Department of Education (DepEd).
The 15 DepEd regions affected by the return of the PBB 2021 Form 1.0 include Regions I, II, III, IV-A, IV-B, V, VI, VII, VIII, IX, X, XI, XII, CARAGA, and CAR. Upon examination by the DBM, various issues were identified, such as duplicate names and individuals not listed in the Personal Services Itemization and Plantilla of Personnel (PSIPOP). As a result, the DBM has deemed it necessary to send back the forms to the Personnel Division of the Bureau of Human Resource and Organizational Development (BHROD) for revalidation and revision.
Form 1.0, a performance ranking report required for the PBB, is the school division superintendents' List of Eligible Employees .
The revalidation process conducted by the BHROD aims to rectify the discrepancies found in the submitted forms. By addressing issues like duplicated names and missing personnel in the PSIPOP, the DepEd aims to ensure accuracy and fairness in the distribution of the PBB to deserving school-based personnel in the affected regions.
As of date, the DBM Central Office is yet to receive the revised Form 1.0 for 15 regions. Afterwhich, the DBM will release the funds for the PBB of the personnel concerns in 15 regions of the DepEd,” said the DBM.

The DBM expressed its unwavering support for the nation's educators, acknowledging their remarkable contributions to the country. In a statement, DBM official Pangandaman emphasized the agency's unity with teachers in their pursuit of the immediate release of the PBB. Assuring the public, Pangandaman stated that the DBM would closely collaborate with the DepEd to address the matter promptly. Once all the necessary requirements are provided, the DBM is committed to ensuring the swift release of the PBBs.
The release of the PBB is an important incentive program that recognizes the efforts and performance of qualified public school teachers and personnel. It is eagerly anticipated by educators across the country, and the delay in its distribution to the 15 regions underscores the need for accurate and meticulous processing to maintain the program's integrity.
