Clarifying the Misconception: No Existing Policy on "Mass Promotion of Learners" in DepEd

This article wants to address the misconception and clarify that there is no existing official policy on mass promotion within the Department of Education (DepEd). Instead, the department follows a performance-based grading system as outlined in DepEd Order No. 8, s. 2015. This order aims to provide a comprehensive understanding of the policy guidelines and shed light on the absence of a mass promotion policy.

The DepEd has long embraced a performance-based grading system, focusing on the evaluation of students' academic achievements. According to DepEd Order No. 8, s. 2015, the passing grade for students in all learning areas is set at 75. This policy ensures that students attain a minimum level of proficiency in each subject before progressing to the next grade level.

To support struggling students, the DepEd order stipulates that those who do not meet expectations in two learning areas from Grades 1 to 10 must attend remedial classes. Students are required to pass these classes to advance to the next grade level. On the other hand, students who fail to meet expectations in three or more learning areas are retained in the same grade level. This approach emphasizes the importance of addressing academic challenges through targeted interventions while maintaining appropriate academic standards.

The DepEd recognizes the significance of remediation in helping students improve their academic performance. The order highlights the responsibility of teachers to provide remediation when learners consistently earn raw scores below expectations in written work and performance tasks. By identifying struggling students early on and offering tailored support, teachers can prevent students from failing in any learning area by the end of the year. Although this guidance is present in the DepEd order, it does not constitute a comprehensive policy on mass promotion.

There is no Mass Promotion Policy:
The DepEd does not have an official policy on mass promotion. The DepEd's emphasis on a performance-based grading system and the provision of remedial classes reflect its commitment to ensuring that students acquire the necessary skills and knowledge to progress academically.

Based on the policy guidelines listed in DepEd Order No. 8, s. 2015, the passing grade for students in all learning areas should be 75.

For those in Grades 1 to 10 who “do not meet expectations” in two learning areas, they will be required to take remedial classes which they must pass to move on to the next grade level. On the other hand, those who fail to meet expectations in three or more learning areas will be retained in the same grade level.

However, teachers should ensure that learners receive remediation when they earn raw scores which are consistently below expectations in written work and performance tasks by the fifth week of any quarter. This will prevent a student from failing in any learning area at the end of the year,” the DepEd order said.
