DepEd-Vigan City allows wearing of civilian clothes during summer season
As the temperature hits an all-time high, the Department of Education - School Divison Office of Vigan City (DepEd-Vigan City) has issued a memorandum allowing the optional wearing of civilian clothes during the summer season.
The memorandum was issued by Schools Division Superintendent Vilma D. Eda, CESO V to schools and offices yesterday, April 24.
The memorandum emphasized that all division and school-based personnel, including learners, can wear comfortable and appropriate civilian clothes to alleviate the discomfort brought about by the extreme heat being experienced throughout the country.
However, the memorandum clarifies that wearing civilian clothes is optional, and those more comfortable wearing their uniforms may still do so.
To guide everyone on what to wear, appropriate and inappropriate clothing were identified based on guidelines from CSC MC No. 14, s. 1991, CSC MC No. 19, s. 2000, and DepEd Order No. 51, s. 1991. Khakis/corduroys, jeans (without rips or tears and not too tight or revealing), collared polo/shirt (for male) or appropriate blouse/shirt (for female) are considered appropriate. Meanwhile, micro-mini skirts, walking shorts, cycling shorts, leggings, tights, jogging pants, pedal pushers, gauzy, transparent or net-like shirts or blouses, sando, strapless or spaghetti-strap blouses (unless worn as an undershirt), tank tops, blouses with over-plunging necklines, rubber sandals, slippers, and "bakya" are considered inappropriate.
The memorandum is effective immediately and is expected to continue until the end of summer unless lifted sooner.
ISNHS to suspend in-person classes, implements distance learning
In-person classes for the afternoon shift at Ilocos Sur National High School (ISNHS) in Vigan City will be suspended tomorrow, April 26, 2023. This is due to the scheduled power interruption that will take place from 2:00 PM to 6:00 PM.
As a result, distance learning will be implemented to ensure that students can continue their education despite the temporary suspension of in-person classes. Teachers will provide students with the necessary materials and instructions to complete their coursework remotely.

According to Mrs. Editha C. Bagcal, School Principal IV of ISNHS, this decision is in response to the announcement made by the Department of Education (DepEd) through DepEd spokesperson Michael Poa on Sunday that schools may suspend face-to-face classes and shift to modular distance learning due to extreme heat and power outages. The suspension is also per a memorandum issued to public and private school heads dated April 20, reminding them of their authority and responsibility to suspend in-person classes and switch to alternative delivery modes (ADM) “in cases of unfavorable weather and environment such as but not limited to, extremely high temperatures which may considerably affect the conduct of classroom learning and put the learners’ health and wellbeing at risk.”
ISNHS assures the public that the safety and well-being of students and staff are their top priority. They are taking all necessary measures to ensure students can continue their education with minimal disruption.
