Guidelines in the Conduct of General Enrollment

As we return to the regular classes and remove blended learning from the school system, a new set of policy guidelines for Basic Education Enrollment will be released.

Nevertheless, because the policy mentioned above has not yet been released, it would be beneficial to familiarize ourselves with the current approach and the normal processes involved in enrollment.

Conduct of General Enrollment and Date of First Attendance

Public elementary and secondary school officials, SDOS and ROS in collaboration with the local officials of the community shall ensure that pre registered learners shall report to public school on the first day of classes.

A week before the opening of classes, the school shall post the respective class/section assignment of the learners. This shall ensure that the learners will be guided on their respective classes.

Learners who are not pre-registered  must proceed to the enrollment desk located in the principal's office, guidance office, or any designated strategic location in the school for enrollment and subsequent placement in a specific section.

Enrollment in public schools nationwide will begin on Monday, July 25 and will end on August 22, according to DepEd Order 034 s 2022 or the DepEd School Calendar and Activities for School Year (SY) 2022-2023.

During the enrollment period teachers are still on vacation.

However, teachers may be required to report and render services on days without classes in the exigency of public service.

Equivalent vacation service credits, in accordance with DepEd Order No. 53, s. 2003, shall be given to teachers required to report for work.

"Exigency of public service" refers to "a situation where service is urgently needed, and where any delay in its execution and delivery will adversely affect the outcome of the service to clients and its effective and efficient delivery."

In such cases, requests to require the attendance of public school teachers during vacation must satisfy the following conditions:

1) A letter-request is submitted by their school head to his/her respective SDO;

2) Sufficient justification is provided to establish that exigency of public service exists; and

3) The request is duly approved by the Schools Division Superintendent (SDS).

Who will facilitate the enrollment if teachers are not mandated to report to school during vacation?

Teachers may be required to report to school provided that there is a memo that states they are entitled to service credit/s equivalent to the number of day/s served.

Teaching personnel with approved written requests for the enrollment will be allowed to report.

As mentioned in the
DepEd Order No. 03 s. 2018 Basic Education Enrollment Policy enrollment desks are located in the principal's office, guidance office, or any designated strategic location in the school for enrollment.

The SDO SDS of South Cotabato through a Division Memorandum (DM) said "enrollment activities from July 25 to August 12, 2022 shall be facilitated by the school heads and nonteaching staff only."

"With the current school break, it shall allow teachers to unwind, relax, and restore a sense of balance in their lives. It will allow them to go back to the classrooms with renewed passion and enthusiasm,' said memo.
