Teachers, employees to receive PBB FY 2020

Enero 20, 2022 – Matatanggap na ng mga guro at kawani ng Kagawaran ng Edukasyon (DepEd) ang kanilang Performance-Based Bonus (PBB) para sa Fiscal Year 2020.

Ito’y makaraang masuri ng Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems (AO25 IATF) ang Kagawaran bilang eligible para sa taunang insentibo sa mga performing agencies.

Sa isang liham ng Tagapangulo ng AO25 at Pangalawang Kalihim ng Kagawaran ng Badyet at Pamamahala (DBM) Kim Robert De Leon, nasuri na ang DepEd ay nakasunod sa 14 sa 15 naaangkop na pamantayan para sa 2020 PBB. Ito ang pinakamataas na bilang ng nasunod na pamantayan mula nang magsimula ang PBB noong 2012. “Since the start of PBB implementation in 2012, this is the first time that DepEd got almost a 100% compliance in all of the PBB indicators,” pagbibigay-diin ni Pangalawang Kalihim Cabral.

“DepEd is ensuring that it will continue its process improvement through the institutionalization of the National Quality Management System (NQMS) to meet the eligibility indicators for PBB 2021,” dagdag ni Pang. Kal. Cabral.

“[DepEd] embarked on developing the BE-LCP to enable basic education learners to continue learning and for teachers to deliver instruction in a safe work and learning environment amid the threat of COVID-19,” pagbabanggit ng AO25 IATF sa kanilang pinal na pagsusuri sa streamlining at pag-unlad ng mga proseso ng ahensya sa pagbibigay mga serbisyo.

Humiling din ang Kagawaran sa AO25 IATF ng re-validation sa pagsusumite ng Undertaking of Early Procurement para sa halos 50% ng goods at services matapos masuri ng DepEd’s PBB Secretariat na ang Central Office at lahat ng mga Regional Offices ay nakasunod sa nasabing pamantayan, hanggang noong Oktubre 15, 2021. 

Samantala, kasama ang school-based personnel sa tatanggap ng FY 2020 PBB, na ibabase sa resulta ng DepEd school-level RPMS para sa 2020.

Bilang ang DepEd ay kinumpirmang eligible ng AO25 IATF, pangungunahan ng DBM ang pagbibigay ng bonuses. Ang mga kawani ng paaralan ang unang makatatanggap ng kanilang bonuses, kasunod ang SDO-based personnel na nakatalaga sa mga paaralan, susundan ito ng mga School Division Offices (SDOs), Regional Offices (ROs), at panghuli, ang Central Office (CO).

Ida-download ng DBM ang mga pondo sa kanilang mga Regional Offices (ROs), at direktang ipamamahagi sa DepEd ROs at SDOs sa kani-kanilang tauhan na kabilang sa mabibigyan ng PBB.

DepEd teachers, personnel to receive PBB for FY 2020

January 20, 2022 – Teachers and non-teaching personnel of the Department of Education (DepEd) will receive their Performance-Based Bonus (PBB) for Fiscal Year 2020. 

The development came after the Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems (AO25 IATF) assessed the Department eligible for the annual incentive for performing agencies. 

“We have consistently introduced reforms in our processes to help our employees provide better services to our stakeholders. I thank the whole DepEd family for contributing to these reforms and to our goal of improving our performance amidst challenging times,” Secretary Leonor Magtolis Briones said.  

“We hope to continue this culture of excellence in the Department as we strengthen our programs and projects for basic education,” Sec. Briones added. 

In a letter of AO25 Chairperson and Department of Budget and Management Undersecretary Kim Robert De Leon, DepEd was assessed compliant in 14 of the 15 applicable indicators for the 2020 PBB. This is the most number of compliant indicators since the start of PBB in 2012. “Since the start of PBB implementation in 2012, this is the first time that DepEd got almost a 100% compliance in all of the PBB indicators,” Undersecretary Cabral emphasized. 

“DepEd is ensuring that it will continue its process improvement through the institutionalization of the National Quality Management System (NQMS) to meet the eligibility indicators for PBB 2021,” USec Cabral added.

“[DepEd] embarked on developing the BE-LCP to enable basic education learners to continue learning and for teachers to deliver instruction in a safe work and learning environment amid the threat of COVID-19,” AO25 IATF cited in its final assessment on streamlining and process improvement of agency services indicator. 

The Department has also requested AO25 IATF for a re-validation on the submission of Undertaking of Early Procurement for at least 50% of goods and services after DepEd’s PBB Secretariat assessed Central Office and all Regional Offices compliant on the said indicator, as of October 15, 2021. 

Meanwhile, school-based personnel are eligible for the grant of the FY 2020 PBB subject to the result of DepEd’s school-level RPMS for 2020.

With DepEd confirmed eligible by the AO25 IATF, the DBM will facilitate the release of the bonuses. The school-based personnel will be the first ones to receive their bonuses, then the SDO-based personnel who are assigned in the schools comes next, followed by School Division Offices (SDOs), Regional Offices (ROs), and lastly, the Central Office (CO).

DBM will download the funds to its Regional Offices (ROs), then directly releases them to DepEd ROs and SDOs to the respective personnel eligible for the grant of PBB.
