At 3:00 AM today, the center of Severe Tropical Storm "INENG" {BAILU} was estimated at 555 km East Northeast of Casiguran, Aurora or 580 km East of Tuguegarao City, Cagayan (17.3°N, 127.2°E) with maximum sustained winds of 95 km/h near the center and gustiness of up to 115 km/h. It is moving North Northwest at 20 km/h. Southwest Monsoon affecting the western sections of Luzon and Visayas.
