This new memorandum establishes a comprehensive three-year cycle designed to strengthen performance management, ensure continuity, and simplify processes while keeping teacher professional growth at its core.
Here are the key highlights of the new multi-year PMES:
1. A New Three-Year Cycle for Holistic Evaluation
The system inaugurates a new three-year cycle for teacher performance assessment.
* PPST Alignment: The PMES is fully anchored on the Philippine Professional Standards for Teachers (PPST).
* Comprehensive Coverage: It is structured to cover all 37 indicators under the PPST, distributed across the three school years. Each school year will focus on a total of 14 specific indicators.
* Scope: The guidelines apply to all public school teachers (Teacher I to VII, Master Teacher I to V), including those in the Alternative Learning System (ALS), Madrasah, and Special Needs Education programs.
2. Enhanced Focus on Coaching and Developmental Feedback (Phase II)
A significant feature is the strengthening of monitoring and coaching, which is conducted throughout the school year.
* Full-Period Classroom Observations (CO): Teachers are required to undergo two (2) full-period classroom observations each school year: the first during the 1st or 2nd Quarter, and the second during the 3rd or 4th Quarter.
* Formative Walkthroughs: A new, developmental approach is introduced through frequent short-period and walkthrough observations. These observations, approximately 10–15 minutes long, are non-rated and purely formative. They are designed to provide continuous, timely, and targeted feedback to teachers on their instructional practices.
* Instructional Supervisory (IS) Plan: Coaching and mentoring sessions are guided by an IS Plan, which is prepared by the rater and aligned with the teacher's Individual Development Plan (IDP).
3. Differentiated Standards and Tools
The PMES ensures fairness and objectivity by differentiating evaluation based on the teacher's career stage.
* Career Stages: Teacher positions are mapped to the four PPST Career Stages: Beginning towards Proficient, Proficient, Highly Proficient, and Distinguished Teachers.
* Differentiated Rubrics: The Classroom Observation Tool (COT) rubrics used for evaluation are differentiated by position and career stage, utilizing different scoring levels (e.g., Teachers I-III are rated using Levels 2–6, while Master Teachers IV-V are rated using Levels 5–9).
* Assessment Components: Performance assessment covers Professional Standards (Part I), Core Competencies for all employees, and Leadership Competencies for those with supervisory roles, such as Master Teachers.
4. The Four Phases of the PMES Cycle
The evaluation process follows a structured four-phase cycle:
* Phase I: Performance Planning and Commitment: Setting goals, initial Individual Development Planning (IDP), and conducting a full self-assessment (once every three years).
* Phase II: Performance Monitoring and Coaching: Continuous tracking of progress, two full-period classroom observations, and regular coaching/technical assistance.
* Phase III: Performance Review and Evaluation: Consists of a Mid-Year Review and a Year-End Performance Review and Evaluation.
* Phase IV: Performance Rewarding and Development Planning: Finalizing the IDPs to ensure continued professional development in the succeeding school year.
This new Multi-Year PMES represents a commitment from the Department of Education to foster a culture of continuous professional development and accountability, ensuring that teachers are equipped with the support and feedback necessary to elevate the quality of teaching and learning outcomes across the country.
