Sen. Bong Go pushes for new allowances for teaching and non-teaching personnel in basic education
Senator Christopher "Bong" Go has introduced a new bill, Senate Bill No. 410, that aims to provide an across-the-board monthly allowance for all teaching and non-teaching personnel in basic education across the Philippines. Filed on July 9, 2025, the "Across-the-board Monthly Allowance for All Basic Education Teachers Act of 2025" seeks to bolster support for public education workers, recognizing their vital role in national development.
Senator Go emphasized the state's constitutional obligation to prioritize education and improve the welfare of teachers. He expressed deep gratitude for teachers' dedication, stating, "I would not be a senator if I had not learned then. I went through kind teachers who care for the youth and continue to serve the country, which is why I learned something... Thank you very much for your service."
The proposed measure acknowledges the significant challenges faced by public school teachers, including often using personal funds for classroom supplies, working beyond official hours, and managing excessive student-to-teacher ratios. The bill highlights that some classrooms accommodate as many as 40 to 60 students under a single teacher, far exceeding the ideal 1:25 ratio.
Under SBN 410, the new monthly allowance would be supplementary compensation, in addition to existing salaries and benefits. It would also be considered part of the basic salary for computing retirement pay and bonuses, without precluding future increases in beneficiaries' basic pay. The coverage extends to all teaching and non-teaching personnel in public basic education schools, whether nationally or locally funded, including those in alternative learning and distance learning systems.
Senator Go, who chairs the Senate Youth Committee and is a member of the Senate Committees on Basic Education and Higher Education, reiterated his commitment to accessible, inclusive, and quality education. "The youth are the future leaders and hope of the nation, and education is the key to a better future," he stated. "Education is our investment in this world, which is why the role of teachers in shaping the next generation is very important."
In addition to this bill, Senator Go has filed another measure in the 20th Congress to expand the coverage of the Tertiary Education Subsidy (TES) under Republic Act No. 10931, aiming to reduce financial burdens for students from low-income families pursuing higher education.

He also highlighted his role in the passage of the Student Loan Payment Moratorium During Disasters and Emergencies Act (RA 12077) and other education-focused laws such as the Alternative Learning System Act (RA 11510), the "No Permit, No Exam Prohibition Act" (RA 11984), the "Free College Entrance Examinations Act" (RA 12006), and the "Kabalikat sa Pagtuturo Act" (RA 11997), which increases teaching supply allowances.
