DBM Press Statement on Executive Order No. 61
June 12, 2024 – The Department of Budget and Management (DBM) today issued a press statement to clarify concerns regarding Executive Order No. 61 (S. 2024), which suspends the implementation of Administrative Order No. 25 (S. 2011) and Executive Order No. 80 (S. 2012).
The DBM emphasized that the release of 2022 and 2023 performance-based incentives for qualified government employees will continue as planned. The EO only aims to review the government's Results-Based Performance Management (RBPM) and Performance-Based Incentive (PBI) systems to harmonize, streamline, and make the process of releasing personnel incentives more efficient and timely.
Under the EO, refinements may be made to make the release of the 2023 Performance-Based Bonus (PBB) smoother and more streamlined. The budget allocation for the 2024 PBB has already been comprehensively released to agencies and will continue. Meanwhile, the FY 2025 PBB will be included in the National Expenditure Program.
The President's EO, issued on June 3, 2024, values ease of doing business even in the RBPMS and PBI System, as these were deemed redundant and duplicative with the government's internal and external performance audit and evaluation system.
The President aims to reform the government performance evaluation process and incentives system towards a more responsive, efficient, agile, and competent bureaucracy.

Ito ay upang bigyan-linaw ang ilang alalahanin ukol sa pagpapalabas ng Executive Order (EO) No. 61 (S. 2024), na nagsususpinde sa implementasyon ng Administrative Order No. 25 (S. 2011) at Executive Order No. 80 (S. 2012).
Nais naming bigyang-diin na magpapatuloy ang pagpapalabas ng 2022 at 2023 performance-based incentives para sa mga kwalipikadong empleyado ng gobyerno.
Layon lamang ng EO na ireview ang mga sistema na Results-Based Performance Management (RBPM) at Performance-Based Incentive (PBI) ng gobyerno upang ma-harmonize, istreamline at gawing mas episyente at napapanahon ang proseso ng pagpapalabas ng personnel incentives.
Sa ilalim ng EO, maaaring magsagawa ng mga refinements upang maging mas maayos at streamlined ang pagpapalabas ng 2023 PBB. Ang alokasyon sa budget para sa 2024 PEI ay komprehensibo nang nailabas sa mga ahensya at magpapatuloy. Samantala, ang FY 2025 PEI ay isasama sa National Expenditure Program.
Ang EO ng Pangulo, na inilabas noong ika-3 ng Hunyo 2024, ay nagbibigay-halaga sa ease of doing business kahit na sa RBPMS at PBI System, dahil ang mga ito ay itinuring na kalabisan at pag-uulit sa internal at external performance audit at evaluation system ng gobyerno.
Nilalayon ng Pangulo na repormahin ang proseso ng government performance evaluation at incentives system tungo sa isang mas tumutugon, mahusay, agile, at competent na burukrasya.
