Regional Memorandum No. 18, s.2022
January 6, 2022

To:
All Schools Division Superintendents To others concerned

1. For the past year, this Office received numerous requests requiring teachers report to schools on a skeleton workforce arrangement. The skeleton workforce arrangement is one of the alternative work arrangements sanctioned by DepEd Order No. 011, s. 2020 or the Revised Guidelines on Alternative Work Arrangements in the Department of Education During the Period of State of National Emergency Due to COVID. 19 Pandemic

2. However, it is reminded that as a rule, teachers must be under work from home arrangement, except those on a limited face-to-face classes. A teacher is allowed to physically report to school upon the recommendation of the School Head with appropriate indorsement of the Schools Division Superintendent and approval of the Regional Director following the requirements provided in Regional Memorandum No. 495, s. 2020 and its Supplemental Guidelines.

3. Further, to facilitate the assessment of the request, only when there is an essential task to be performed and the same can only be performed in the school, then the teacher is mandated to physically report to school.

4. Upon approval of the request for skeleton workforce arrangement, the Schools Division Superintendent shall monitor compliance with the parameters set forth in the above mentioned DepEd Order.

5. For information, guidance and strict compliance.
