Physical reporting of teachers to school is not required until June 30 in the following areas


The Department of Education (DepEd) National Capital Region (NCR) Regional Office made a clarification regarding DepEd Order No. 11, s. 2020 or the Revised Guidelines on Alternative Work Arrangements in the DepEd During the Period of the State of National Emergency Due to COVID 18 Pandemic issued on June 15, 2020.

The Regional Memorandum Number NCR-167, s 2020 titled Interim Alternative Work Arrangement issued by Dr. Malcolm Garma, DepEd NCR Regional Director, clarified the order from field offices and schools requiring the teachers to report physically on Monday, June 22.


Dr. Malcolm Garma, on the issue regarding the physical reporting of teachers in NCR on Monday, clarified that physical reporting of teaching personnel to the school is not yet required and the work arrangement currently being adopted shall continue until June 30, 2020.

From the Regional Memorandum No. NCR-167 dated June 19, 2020 and signed by Dr. Garma, it states the following:
1. The work arrangement currently being adopted shall continue until June 30, 2020;
2. The School Head and other non-leading personnel or those who are designated as part of the skeleton workforce who will perform essential services related to the preparation of the school and other administrative support services for the operation of the school may continue the same work arrangement until June 30, 2020 subject to the observance of the minimum health standards and social/physical distancing;
3. Physical reporting of teaching personnel to the school is not required. They shall continue to work from home until June 30, 2020, except those authorized by the undersigned to render work in the school in the light of the ongoing enrollment, subject to strict observance of COVID10 health and safety precautions.



"Nagpapasalamat kami kay Dr. Malcolm Garma, DepEd NCR Regional Director sa inilabas na paglilinaw hinggil sa pagpasok ng mga guro sa Lunes. Pinakinggan niya ang hiling ng mga guro sa Metro Manila na hindi muna magkaroon ng physical reporting sa mga paaralan dahil sa lumalalang kaso ng COVID-19 at kakapusan sa pampublikong transportasyonm," said Ildefonso E. Enguerra III, President of Teachers Dignity Coalition (TDC) -NCR Teachers' Union (TDC-NCRTU).

Enguerra added that many of the NCR teachers are residents of nearby towns and cities in the neighboring provinces of Central Visayas and CentralLuzon, that's why it's hard for them to go to schools if they don't have their own car.

"Kaya walang pampublikong transportasyon ay upang mabawasan ang pagbiyahe ng mga tao upang makaiwas sa pagkalat ng virus. Yan din ang dahilan kung bakit pati ang pag-angkas, kahit ng mag-asawa sa motor ay ipinagbabawal. Eh bakit naman biglang papapasukin ang mga guro sa paaralan gayong maaari namang gawin sa bahay ang mga trabaho sa ngayon," Enguerra added.


"Bagamat naging malinaw na para sa mga guro ng Metro Manila ang usapin, hinihiling pa rin ng TDC na magkaroon ng paglilinaw mismo mula sa Central Office."

"Umaasa kami na maglalabas din ng katulad na paglilinaw ang Central Office para naman sa kapakanan ng lahat ng guro sa buong bansa. Sapagkat hindi lamang naman kami sa Metro Manila ang apektado nito," said Enguerra.


In the TDC letter sent by the Secretary-General Emmalyn Policarpio teacher in Valenzuela City, the group requested DepEd to clarify the issue along with asking for dialogue to discuss other issues. They are still waiting for a response from DepEd.
