PBB updates from Usec Sevilla as of September 29

Undersecretary for Finance-Budget and Performance Monitoring, Annalyn M. Sevilla, through her Facebook post, Sunday, September 29, gave an update regarding the Performance-based Bonus (PBB) for Fiscal Year (FY) 2018. Usec Sevilla said that right now the PBB application is undergoing review/validation for qualification. Central office units are complying with the initial findings and/or request for additional info/data/reports.

The Deped Undersecretary also posted that "Performance-Based Bonus (PBB) is not an automatic benefit. It is based on validation and qualification of the Department’s performance for the past year.."


In the previous years, even if DepEd does not qualify in the PBB, the Deped administration requested to DBM to grant the PBB of teachers and such was granted. Let’s wait for the results and hope that not only teachers are granted PBB, but the whole DepEd family na, including teaching-related and non-teaching positions.” she added.

Undersecretary for Finance-Budget and Performance Monitoring, Annalyn M. Sevilla, advises and assists the Secretary of Education in the formulation, implementation and monitoring of DepEd’s budget. Her responsibilities also include the operationalization of the Education Programs Delivery Unit (EPDU) which facilitates and coordinates the identification and resolution of bottlenecks and challenges of the DepEd’s delivery system. Undersecretary Sevilla is also DepEd’s official representative to the National Commission for Culture and the Arts (NCCA) and the Girl Scouts of the Philippines (GSP). She is also a Board Member of the Palarong Pambansa and has been recently named as one of the alternative spokesperson for the Department.

Undersecretary Sevilla has a wide experience in Public Financial Management, Governance and Change Management, having served as consultant for various organizations such as (1) Australian Aid, (2) USAID, (3) Millennium Challenge Account of the Philippines; and the (4) World Bank. Prior to becoming a consultant, she was a Senior Budget and Management Specialist at the DBM, wherein she served for ten years.

Undersecretary Sevilla also participated in the Executive Education Program for Public Financial Management at the Harvard Kennedy School of Government.

She has taken up her Master’s Degree in Public Administration at the University of the Philippines- National College of Public Administration and Governance and is a graduate of St. Scholastica’s College with a degree in Financial Management, (cum laude).
