Commencement of Reclassification of Teaching and School Principal Positions


DepEd has announced the start of the reclassification of teaching and school principal positions. This initiative, led by Undersecretary Wilfredo E. Cabral, is directed at Regional Directors, Schools Division Superintendents, and all other concerned parties. The reclassification is in accordance with DepEd Order No. 024, s. 2025, which outlines the guidelines for the Expanded Career Progression System for Teachers and School Heads.

Key Details on Reclassification


* Budget: The Fiscal Year 2025 General Appropriations Act (GAA) has allocated a total budget of P6,148,433,000.00 for this purpose.

* Prioritized Applicants: Priority will be given to certain qualified individuals. This includes:

* Teacher I incumbents who are set to retire within the next five years, whether it be mandatory or optional retirement.

* Head Teachers (HT) and Assistant School Principals (ASP) affected by the new Expanded Career Progression System.

* Assessment Requirement: All teachers and school heads applying for reclassification, including those with priority status, must undergo an assessment. The guidelines for these assessments are detailed in Enclosure No. 2 to DO 024, s. 2025 for teaching positions and Enclosure No. 3 to DO 024, s. 2025 for school principal positions.

* Application Process: Schools Division Offices (SDOs) are responsible for endorsing all required documents to the Regional Office by October 30, 2025. The Regional Office will then submit these documents to the Department of Budget and Management (DBM) Regional Office by November 30, 2025, for the issuance of a Notice of Organization, Staffing and Classification Action (NOSCA).

* Timelines: To ensure deadlines are met, Regional Offices (ROs) and SDOs may set earlier submission deadlines for applications. The concerned SDO will then prepare the appointment papers and salary adjustments upon the issuance of the NOSCA. These are to be issued to the teachers and school heads no later than March 30 of the following year.
